Bad idea.
Totally non-specific "feel good" description of use of funds. I guess right now politicians feel like the financial services industry has such a negative image the pols can get away with stupid random taxes on their transactions.
I've been thinking that one way to slow things down would be to abandon the calendar year budget and tax cycle. What if people only had to pay taxes once every three years or once every five years? What if local, state and federal governments did a longer term budget less frequently? Wouldn't that give citizens and bureaucrats a better chance to consider what is really important? I think it would save printing costs anyway. Just a random, unformed notion to kick around.
